Interested in Technical Assistance for Early Identification and Referral

Early Identification and Intervention

Interested in TA around Early Identification and Referral?

State or Multi-State Deaf-Blind Projects can apply at any time for Technical Assistance (TA) focused on early identification and referral of children who are or are suspected of being deaf-blind. This TA will focus on implementation of evidenced-based practices to:

• Assess a state's needs related to early identification and referral and identify effective strategies to address them
• Increase knowledge about the impact of deaf-blindness on early learning among one or more state systems serving children birth through age two
• Improve identification of infants and toddlers with combined vision and hearing loss by Part C providers, EHDI personnel, the medical community or other community programs serving children birth through age two
• Increase referrals to state deaf-blind projects and other resources available to identified children, their families and early intervention providers

Request forms can be submitted at any time and can be downloaded using this link:

For more information contact a member of NCDB’s Early Identification and Referral (EI&R) Team:
Megan Cote: or 913-707-3280
Mark Schalock: or 503-838-8777

PLEASE NOTE: TA will be customized based on your needs and where you are in the self-assessment process.

We look forward to hearing from you!

Sherri, we have tons of resources in Nebraska, but I am not sure all the things you might going to just give you the link for our Early Development Network and then you can just play on the website. We do have a very good interactive IFSP training tool, but I always remind folks that each state does things differently and Nebraska is a birth mandate state which is very different then many states. If you go to the family section, you can see the EDN video Babies Can't Wait, plus our NE EDN brochures, and a Family's Guide to EI Services in Nebraska. Have fun checking it out. If you have any questions, just let me know....see you at DBS.

Barb...great to see you and thanks for helping to crowd source resources!! NCDB does have the OHIO Making Sense of Early Intevention and there is a nice section in there on transitioning.

Somebody might want to contact Lisa Poff in Indiana. They did a pilot Part C to Part B project with one of their teams. I put together some information for them on best practices - but couldn't locate an electronic file anywhere here. Megan - it might be somewhere on the flash drive I gave you. Also - OCDBE (Ohio) has an older publication (Making Sense of Early Intervention) that should have some Part C to Part B info included in it. They were in the process of revising the resource when I left, but all their resources are available free for download on their website. You might also want to check with their family specialist, Tabby Belhorn.
PS Retirement's great - just got home from an 18-day trip to Turkey & Greece! :-)

Thank you Megan and Gail....the resources were great! Anything else you have, Gail, I would love to look at! Thanks so much! I use lots of the PACER materials since they are our regional Parent Center.

Here are a couple of other resources from NCDB's collection.
This first is a great excerpt from D Chen's book on Effective Practices in Early Intervention. It is called Planning Transitions to Preschool and is db specific.

The second is from Colorado and it is written by a parent.
Transition - Beginning Early: A Parent's Perspective

There are a couple of other things that are not available electronically that I would be happy to get to you. Let me know.

Megan and All.....wondering if anyone has a good resource to share with parents about transitioning from Part C Early Intervention to Part B (Preschool)?
