Communication Bill of Rights Update
The Communication Bill of Rights was initially created in 1992 "to ensure the basic rights of persons with severe disabilities to affect, through communication, the conditions of their existence" (NJC, 1992). It was developed by the National Joint Committee for the Communication Needs of Persons with Severe Disabilities (NJC).
It was updated in 2016 and again most recently in 2024. The current, 3rd Edition, reflects feedback from the NJC Network, a group consisting of family members of people with severe disabilities and professionals.
